The label is Marvin Oreck-Southdale, high end shop in MN that is now out of business...

And YES, it's LIME GREEN!

I think what you have there is a tunic top/vest to go with some matching bellbottoms.

I agree - it looks like a sleeveless tunic that had matching pants at one time.
