70s Coat - is this what you call a mantle?

This is a coat to a 3 piece outfit. Is the detachable cape over the shoulders what is referred to as a mantle?

No. A mantle was historically a 'long flowing cloak.' It had a 'built-in' sleeve feature in the early 19th century and became shorter to about 3/4 length. It is really used as a historic term. A detachable shoulder-cape would seem to be about right for your coat. This is a useful reference;

It's variation on the caped greatcoat or coachman's coat. I'd love to see the whole ensemble.
