70s dress or costume?

Good morning/afternoon/night,

This dress was laying on the table of a bazaar, under some other clothes. Thought I'd give it a shot and bring it home. Some info:

• It has this embroidered lace and the lace of the neckline and cuffs.
  
• The waist is elasticated and it has some kind of structure around the neckline, almost like a wire.
  
• It is handmade and of a very synthetic fabric.

The hem looks very weird, all wiggly and with no structure. I was thinking of hemming the skirt to level it. Due to the fact that it's made of a synthetic fabric, it strikes me as a costume. Is it an actual dress or something made for a play, for an example? Any help is appreciated.

By the way, I'm on the process of removing those stains.

It looks home sewn and from the 80s. That finishing technique was popular for those stretch fabrics. I'd say it's a dress not a costume.
