80s 0r 90s Laura Ashley velvet dress?

Not sure about the date on this. Label is similar to both 80s and 90s in the Label Resource. Any thoughts?

I would have thought about 1989 - 1991 - styles get a bit murky with both short and tight and long and flowing skirts in at the same time, and still broad, but softening shoulders.
