80s doing 20s?

I would love your opinion if this is an 80s doing 20s dress. Was that a trend at one point in the 80s? Also, is this what they call a flapper dress and is the top part Chantilly or Venise lace? The brand name is Patra. It's made of a nylon, polyester, rayon blend. The lacey part buttons in the back with round almost clear pearly buttons. Underneath it, the dress has spaghetti straps.

YES, 80s doing 20s....a classic 'mother of the bride' dress. Hopefully someone else is a lace expert....
 
I'm not sure about the lace - personally I'd call it chantilly. 20s-style dresses in this kind of shape were quite popular in the 80s. My mom made a wedding dress for the daughter of an acquaintance when I was a kid. Must've been somewhere between '87 and '90, no lace, but generally the same kind of straight, low-waisted shape, very simple, and I will always remember her saying that she had explicitely wanted to make it 1920s-style. She would have used a current sewing pattern, as she doesn't draw her own patterns.
