90s on this 'Wednesday Addams' Laura Ashley dress?

Just wanting to confirm my belief this is a 90s dress, but wonder if it could be 80s....i tried looking up the IWS number, I'm not familiar with IWS....any thoughts?

I found the 90's Laura Ashley dresses have straight waists as opposed to the curved or pointed seam waists of their 80s dresses.
