A velvet dress- dating?

Hello dears! I found the yummiest velvet dress and I'm curious about when it might be from. I've included pictures of the label & inside stitching. It's long sleeved, maybe mid calf length, with a slight drop waist & lace collar that's yellowed. Brand is J. H. Paul LTD which I could find nothing about via google. Any thoughts are, as always!, so much appreciated!

Oh yes, at the back of the next there are five button and loop closures. The buttons seem to be brand new plastic.

Ooops: there are shoulder pads, made of a thin (~.25") layer of foam padding.
