Age of Bill Blass dress

I found this Bill Blass dress at the thrift store today and I believe it’s 70s but I’d just like to confirm. There’s no shaping whatsoever, elastic at the cuffs and neckline, no shoulder pads and the dress has pockets. Also, would this dress have had a belt originally? There are no belt loops. Any help would be appreciated!

Just bumping this. Does anyone know the difference between the label with the black lettering and the one with the silver lettering?
