Age of this dress

Hello,

I found this vintage dress for sale, however I am not sure of the age. To me it looks like 1940s but it could also be modern. I asked the seller what the material is, and also for pictures of the interior. It appears a if there is a snap closure on the front and I can vaguely make out what appears to be pinked seams on the inside. It is fully lined, no label. Please help!!

Ya know the button thing? I have seen that in modern clothing. 80's and up, but I am by no means an expert. Perhaps someone with more experience.
 
Items like this can be hard to date because whilst the style looks '40s, it's come back a couple of times (as you say). I'm getting a more modern feel about this one. The question is what fabric is used - the lining looks like a modern acetate bemsilk so I'll go '90s or more modern.

It's a quality piece.
 
The seller responded saying that it has thin shoulder pads and the material is a polyester/viscose. I think I agree that it is modern because the seller is selling a lot of vintage from the 80s/90s. Thank you for your responses!
 
I think it is a coat rather than a dress, it has loops on the lining for a belt to hold the double breasted front up straight, I don't think you get these ties on the inside of a dress it would be irritating.
