Another sweater dilemma

This super sparkly ruffly sweater is so fun, but I've had no luck finding any info on it. Any clues on dating and describing this style?

Love the top. So cute.

I have a ? about this. I have a 1970s pantsuit of similar type fabric blend.
Mine is shedding (for lack of better word) a bit of the fabric or glitter?
Any ideas how to stabilize it? Not too much but a bit.
 
Foofoogal it is likely to be made from mixed fibres and one of them is a plastic that has broken down. I had this on a dress which was labelled Orlon bonded with nylon. Unfortunately there is nothing to stop the shedding. I don't know what happens if you try and beat most of it out - the remaining fibre may or may not be strong or predominant enough to retain the garment's structure.
I find it a lot in the lining fabric of boots from the 60's and 70's, and occasionally cheaper 80's items.
