Antique Coat

Hi everyone. I’ve got a hidden gem here that I found in a storage unit. It’s an antique piece that was sold at a famous department store in Paris. The label says Grands Magasins Du Louvre, which is the department store it was sold at. I’m looking to see what style this is, when it was made etc. It’s one piece. Has long sleeves on it that resembles a cape but looks like a coat. Made out of wool. Any help would be appreciated. I’m hoping to send her back to Paris to a collector.

Just a titch earlier - c. 1889 - The sleeves are still quite flat at the side but they are beginning to puff at the top, and the shaped belt over the gathered plastron (front panel), military collar are all typical of 1889. Here are some pics that show similar capes:
