I will say that the lace is beautiful and a lovely example of embroidered lace. Without actually handling the item in person, it can be difficult to be accurate on a piece like this, but I think it was once part of something else such as a dress or gown. Not really a jacket, per se. Is the tape along the bottom original to the garment? It looks as if it may have been added as a way to re-enforce the hem. It is hard to get a good idea of the shape of the upper arm. Could you take a photo of the garment laying flat with the arm more clearly defined? The piece has elements of the early 'Teens era, circa 1912 -1914, but also elements of an earlier time.
It is lovely lace and looks much like some early 19th century laces I have.
I wonder if it might have been from a peignoir
