This is a fabric content label. It doesn't refer to the brand of the cardigan, it refers to the brand of the fabric. Your cardigan is made of 'Dupont Hi-Bulk Orlon'.
This label doesn't tell you who made the cardigan, it only tells you what the cardigan is made of.
Orlon is a type of acrylic.

I concur with Ruth. Orlon is found on garments from the '50s and '60s. Most of these beaded cardigans were made in Hong Kong and exported to companies that would put their own labels on (or not). I had heard of Orlon, but Hi-Bulk Super Orlon was new to me too. However when I searched I found various other garments made from Hi-Bulk Orlon, including socks.
Dupont is the fabric manufacturer, and Orlon was their trademarked acrylic. I'm guessing Hi Bulk was a variety of Orlon that they made, presumably loftier or heavier than their regular Orlon.
