Appliqued Illusion Dress - '20s or '30s?

Hi, all! It's been a long time since I've been here, though I use the label resource regularly.

I was thrilled to find this dress. I'm unsure on dating. It has a "Makoff - Salt Lake City - Paris" label. It's rayon crepe with appliqued squares/diamonds on chiffon, about the neck and tops of the sleeves. The sleeves are dolman-cut, with angular elbow gussets. The cuffs are triangular at the outsides and close with interior snaps. There are no bust darts. The front waist just has a few gathers. It slips on, without any side or back closure mechanisms .

All of this sounds like '20s to me, but something—I think it's the waist and the flair of the skirt—makes me really wonder. Could I please beg your help?

The pieces used to form the sleeve shape around the elbow and cuff are both features I've had on 1930s garments, an evening coat, and a dress respectively.
It might help to determine the fit on a full mannequin or model if you are able to get it modelled
 
Hi, Melanie! I thank you! I've had the cuffs on a 30s gown, too. Ugh, I wish I could get it modeled. Just giving it a quick measuring, the bust (which is difficult due to sleeve cut) is about 52 inches. The waist is 42 inches. The hips are 52 inches. The bodice length is 17 inches. The skirt length is 31.5 inches.
 
I'd expect a 20's dress to have little variance in the bust/waist/hip measurement, so I do think this is later.
 
Makoff's was a high end women's clothing store in Salt Lake City, Utah. A quick Google search shows that they were in business from about 1918 through at least the 60's. I too see 1930's.
