Are these 60s or 70s please?

Hi and good afternoon,
im really unsure of these, though i do think they are super cute,
I think my dressform is too small but would you class these as hot pants? or are they too long?

also would there be a vest type top worn underneath these or just a bare tummy in between the jacket and shorts?

Ive not seen a set like this before, they are also rayon and linen mix which again i havent seen,they came from a box of what i thourght were 60s but most have been early 70s but im not sure about these at all.

Yup, some us did show our midriffs back in the day. I'd say you're just about right on your dating.

Not too sure about the UK and Europe, but another sign of dating is having a content label - By 1971 in North America all clothing had to have a content label. Although some manufacturers did include a content label earlier.

That's an adorable set, and I agree with early 70s.

But, I think the shorts are the wrong way around on your form. And I can't tell if they're short enough to be hot pants; if you pin or clip the waist so they are tight at your form's waist, I think you could better tell. (And yes, the midriff area would be bare, but back in those days, we didn't show quite as much as they do nowadays! So with the waist pinned up, the set will look as it would have in its day.)
 
Hi and thank you all for your replys,i just took a picture of the shorts laying flat, the rise is quiet high 13 1/2" and then 2 " including the hem,

would they have been worn close to a natural waist line rather than towards the hips?
I havent had much experience with Vintage clothing but im really enjoying learning,thank you all so much for your help Xxx
 
They do appear to be hot pants, when I see them lying flat.

Didn't see where the tags were on the shorts, either, till your new photo, but man, I coulda sworn the pockets should go in the back! Plus the fact that the zipper isn't a fly zip (least it doesn't look like one in the pictures), but, hey, I learn something new every day.
