Front view- see the skirt panels like arches? modified full sleeves with the extended cuffs...
I'm feeling late 70's 80's I'm not sure if the shoulder pads were removed or that it didn't come with them. Is Yael Barkay a european house oops no, there is a TM on the label.

Never mind I found it!

Too close to home manufactured between 1983 & 1995. I thought it might be European because of the Jewish names on the label.
Company was in Hialeah, FLORIDA. I found a similar top different foiling on the top there are listing this as an 80's mini dress.

Thanks so much for all the help and concern I think I got it re-sized ok.. I used photobucket and made it smaller within the label guidelines. If it's unusable I'm hoping someone at VFG will let me know.:cats:
