Bea Darling Sheer Blouse With Glass Buttons 30s?40s?50s?

Hello, I am feeling a little confusion in dating my newly purchased blouse. The tag at the antique mall said 1930s, but I was not entirely sure. It has glass ball buttons. The material is sheer, but not smooth nylon it has a rougher texture, maybe like georgette? The tag is shown and says Bea Darling copyrighted Charles Perlman Dress Co. The shoulder line, sleeves and peplum look more 1940's. Does it have shoulder pads? And if yes, what type? The lace collar and cuffs could be either 1930's or 1940's. Lovely buttons. I wonder if it originally had a matching flared skirt.

There are not shoulder pads,nor any indication that there were. Several of the seems are finished with binding, around the sleeve openings, across the gathering and finishing the front placket.
