Bellini leaf applique sandals

Very pretty but rather wrecked applique sandals I'm hoping my local cobbler can do something with. Just looking for confirmation on age really, I'm pretty certain they're 70's. If you have any ideas on how to repair or improve the damage please do share them! If they're completely unsalveageable I haven't lost much. They appear to either have suffered some kind or chemical spill or somebody scuffed them up real bad - anyway the patches have had some colour applied (not by me!) which now transfers in the heat (britain reached 30C today - apparently enough to melt shoe colour/polish)
I haven't found anything on Bellini either yet though I'm sure I remember seeing the brand before.

I agree with '70s - disco era, about 1978. Probably were white and gold (or cream and gold) originally and they've been painted. A skilled person could remove the paint or redo in a darker colour.

Thanks for that suggestion Nicole, I never thought they'd been painted all over- I thought it was just a very bad touch up job!

I have some liquids that would remove paint but not sure what it would do to the upper fabric.
