Bespoke or Alterations Tag?

Hi friends,
I've found 2 of these labels in an estate lot. Is this an indication that the garment was made for the woman, or altered off the rack? I wasn't aware that Alfred Shaheen did custom garments.

Looks to me like an alteration tag--the presence of the fabric care label at the neckline suggests commercial manufacture.
