Black, velvet blouse. What a decade?

Please help me with the blouse. The material is velvet (you can feel the paper when burning, so it's not silk velvet), the seams are sewn by hand, the collar is stiffened with paper insert , and there are black glass buttons. Style of waiste makes me look like the 1930s, but the kimono sleeves make me look more like the 40s. I'd be grateful for your help :)

It's a dolman sleeve, cut in one with the bodice. Agree it looks early-mid 50s. I am baffled by the machine-sewn white thread - must be a later alteration or repair? The whip stitched raw edges and hand set facing are indicative of someone who has learned to sew from a couturier, probably in France, but the white thread seaming is the exact opposite end in quality construction....
