Can anyone date this Antique dress? Victorian Era I believe

I know very little about vintage clothing and even less about vintage dresses. I've been clearing through things in an old family home and came across this dress that has been tucked away for God only knows how long. I was planning on listing it on eBay, though I do not know how to properly describe or date it. If anyone could help it would be greatly appreciated!

The size is fairly small, I believe it to me for a young, yet tall, girl.

Agree with Jonathan - the pleating on the top of the skirt is called "cartridge pleating" and was a very popular technique at the time. I think it's probably for a woman rather than girl, due to the bust shaping. People were much shorter then. It will be entirely hand-sewn.

As a 30 year old male I can't do much with the dress so I listed it on eBay. Hopefully it goes to someone who will truly appreciate it.
