Can someone help me identify Jeans?

I picked up these super cool and unique Jeans at a flea market today. I can't find anything similar online. I thought they were hand made but, the character appears to be directly on the tag of the pants. The screen printing looks hand done as shown in the pictures. I'm looking for information on the possible artist, era they are from, are they handmaid, and possible value. The characters name in the comic is Miss Lou Lou

I think from the wash and cut the jeans are 1980's early 1990's. I remember the label.

thank you! Any idea if they're custom or made from the factory like that? The tags match the comics but i can't find anything about the character or label anywhere.

Classic 1980s high waist jeans. Dakota Blue is the manufacturer. Cool pair of jeans
