Hello. I’ve researched everywhere trying to find information about this label/ designer and have come up empty handed. I believe the dress is from the 1950’s but not positive. The label is Blanka e Berta Via Sistina 76-76-a Roma.
So far I found only one reference to "Blanka and Berta" in Rome, in a 1997 article about the Dior's New Look in the late 1940's-1950's. This caption was under a photo of a Blanka and Berta suit:
