Can you help date Frank Usher dress?

Wondering if you might be able to help date this nice chiffon Frank Usher dress. It's a fairly simple lined dress, with the lining fabric in a deep V back, covered by the chiffon. Bow trim at front (which I need to re-sew back). Empire line with fairly deep darts measuring 34" bust with 28" under bust. Any suggestions as to age would be great. Thanks so much.

You get extra points for including measurements: they're often helpful with datings as the proportions change according to the preferred silhouette in different eras. Thank you.
