Can you help me date this skirt?

Hi -- This is from the estate of that lady who had nothing more recent than the early 1970s. This skirt, based on the length and the pattern seems to be 70s. BUT... with this skirt were three Victorian/Edwardian items -- a muff, a dress, and a nightgown. They are entirely hand-finished, with these same hand-finished buttonholes.

What's especially odd about this skirt is that the lady bothered to hand-finish a buttonhole, and nicely hem it, but then just pinked (sloppily) the seam at the closure below the button.

The fabric is a thin, finely woven cotton just like a bed sheet. For the life of me I cannot remember what the proper name of that weave is. I knew it last week. And the 40 years prior to that.

Here is my guess: it's 70s, made by the woman who was taught by whoever made the older items (probably her mother). She was either not as good a seamstress, or was already aging. Just a theory. I can't see this fabric in any other era. But then, what do I know?
