Charm Packet Sewn in a Vintage Dress

Has anyone ever seen a little cloth packet filled with small items sewn into a vintage dress? I bought a beautiful 1950s dress that seems to have been a bridesmaid's dress (the shop where I bought it had sold another that was identical) and when I brought it home, I noticed there was a little packet sewn in the lining where the skirt meets the bodice. It is located between the acetate lining and the tulle crinoline layers of the dress. Upon further inspection, I saw that it contained a key, a charm that looked like a matryoshka, a red ribbon, and what may be the crushed remains of a dried flower. The packet has the word Oxford and 9c and the number 210 on it. Does anyone know more about what this may be?
 
I used to have a home made 1960s dress that had a little packet sewn inside, below the front neckline, hanging on a knotted thread. I didn't open it, but it felt like a coin. At first I thought it was a weight to help the neckline sit right, but later decided it was a 'lucky penny'.
 
I somehow have an teensy memory of a wonderful lady that married in the 1940s telling me something about this. I had found a penny in her wedding shoes as a child roaming around in her closet. We need to know more about this. What fun.
 
So the bride was from Russia ,wanted her gals to wear good luck charms for her , charm bought at '' oxford'' store , 9C IS OLD WAY OD MARKING 9KT GOLD WHICH WAS MADE IN THE Victorian TIMES , THEY WENT TO SCHOOL AT oxford , lived in room 210 and each had a key , maybe the brides Grandma gave her the charm . Okay I'm getting kooky here but it's the possible stories that I love . And I said I did not blog ! Appears I found my niche in blogging if ya'll have me and help me too ! Haha, perhaps you should! I love the speculative stories, too :) I would love to know the real one behind the little charm packet, but yours is as good as any!
