Closure for Antique Bloomers

Hello,
I have these antique bloomers. I'm thinking they're Edwardian as the crotch is not split? I'm confused by the closure on the hips, both sides. There is a buttonhole on each side, front and back. Too many holes and no buttons? Would these have closed with cotton tape tied through the holes? Does not appear to have been buttons. I'm guessing they didn't use cuff links!!!

Usually they have button closures but there were double buttons sewn together, like cufflinks, used as well (easier for laundering), although this is the first time I have seen it on a pair of knickers.
 
Four mother of pearl buttons, stitched together in pairs will do the trick Joanne. They were removable so the bloomers could be boiled. Buttons would have been damaged by the heat/water.

Yes to Edwardian.
