Confused about Brocade

I can't really find anything similar to this coat so any help dating and identifying this would really help.

Firstly, is this brocade? It looks like it has a twill ground but the fabric looks reversible to me (e.g. no floating threads). See the attached pics.

From the construction I believe this is early 60s. There are no labels at all.

It's a lame brocade and c. 1969 when the mini is at its shortest and the skirts are becoming A-line and collars are beginning to grow in size.
