Cool belly waistband on this mod? dress needs a

I am hoping to list this dress this afternoon and am hoping for some assistance. It is a white cotton pique dress with an unusual belly/waistband trim. What would I call this in the description?

Here is the waistband:

The little balls dangle like a fringe.

The dress is from Rubin Levine Co. of New York. (new with tags) It has a mock skort appearance to it.....pleats on the side front and back.....Would this dress be considered mod?

deffinately put cut-outs, it's a major 60s style trend. And it is very mod. Well done, it's fabulous!

Is it crochet or tatting in the middle? Looks like tatting.

This is a wonderful little 60s dress, and a great size too. This is the type of thing I lived for in the mid to late 60s!
