Could you help with dating of a hat?

I wondered if you could help me date this hat - the curly lamb fur is faux as well as the fur on the cuff. There are wool ear flaps and a quilted interior. Seems small for a man's hat- 23 1/4" around. Could it be for a woman? There is only one label - no name, just size, seal and number. The number is 6835952. Is that like an RN number for hats? Thanks for your help!

I agree they both look 1960s in general. They are both classic styles that have been around for over 150 years as far as male hat fashions in the Western world (I don't mean ethnic, but popular hat styles in fashion). The second one reminds me of the hats the older Hungarian men wore in my town, and also the ones worn by football coaches on the sidelines. The first one reminds me of the Italian hats in NYC Little Italy. We still call them Mafia Mob hats in jest when we see one on some older gent who is well dressed and looks world weary and experienced. It looks Russian too of course!
