30's? not sure if it's for a teen rather than an adult - you would have to have very slim upper arms, it's tight on my rather slight mannequin..

and also it's cotton, with a herringbone weave. is there a correct name for that?

Those sleeves definitely look late 30's (or very early 40's). I have a top from that same date that also has quite tight sleeves. Maybe they just expected people to be thinner?
