Date help needed on this old thing

Yes, I asked about this LONG ago but can't find the thread or my notes

I very seldom AKA never come across items this old.

So please help me with dates and if there is a name other than jacket for this.

It looks to me like a bodice that would have come with a matching skirt, c. 1899 - 1900

Yes, c1900, a day bodice which has a detachable chemisette used to fill out the front and neckline of garments. You could change the chemisette. The padding or quilting is a nice touch. I would also agree it would have had a matching skirt. Fabric? Looks like faille.
