Dating (30's or 40's?) pale green silk moire gown with bustle

I'm super curious about this dress. Bodice is almost certainly silk, but skirts feel synthetic (rayon, maybe?). The style of the bustle and the rather large shoulder pads are making me think 30's or 40's, but I'm not at all sure. It has no labels. Metal side zip, which disappears into a stitched fabric "sleeve" situation I am totally unfamiliar with (see closed zipper pic). The bodice has these peplum-like flaps(?) which wrap around the back of the dress and close with hook and eye closures. I think it's supposed to sit under the bustle. So clueless. Last pic is of the underside of the bustle. Help? Thanks!
