Dating a homemade dress

I am not sure what to call this dress. The fabric feels kind of rough and it stinks when I was steaming it.
on the bottom of the skirt, the skirt overlocked with lace trim. No zippers.

Looks late 70s or early 80s to me. That kind of lace seam binder was very common for home sewers.

It looks 70s to me, too...reminds me of a dress pattern that my sister made....late 70s. the fabric appears to be a woolen, maybe a wool blend. you said it "stinks" when you steam it...stink like mothballs? or, stink like a wet animal?
