Can someone help me date this picture based on the clothing of the woman. I thought it was 30s

I would say 1925-27 and as this is a fashion photograph chances are it is bang on trend. The heels are too straight for anything before 1925, the cloche is too deep for anything after 1928, and the coat is the perfect length for anything between 1925 and 1930. The most telling clue for me is the skirt of the coat is flared which is typical of 1925/26, after which coats become tighter at the knees and abandon trims that expand the width at the hem. So, if I had to pick I would say 1926.
 
I see apparently the photographer is H. Armstrong Roberts, who dated it as 1927. However, photographer dates can't always be trusted because they generally date their prints, not their negatives, and with artsy shots like this, it could have been taken much earlier and only printed up for an exhibition or show in 1927. .
