Dating a Quilted Black Velvet Cape

I picked up this gorgeous quilted velvet cape from a secondhand shop (it was marked as "vintage cape" which doesn't really mean much). Here's what I know:
  • The majority of the lining was missing, but I burned a bit of what was left and it's definitely a natural fiber (probably silk).
  • There are no labels or tags, but those may have disappeared with the lining.
  • The seams are machine stitched and the quilting looks like it was done by hand.
  • The quilting has a floral motif.
  • There's a little bit of gathering at the shoulder that creates a tiny pouf.
  • The selvage of the velvet has a tiny fringe (pictured).
  • There's some piecing in the facing (pictured with the selvage).
  • The interfacing is a loose weave sew-in (pictured).
  • It's knee-length on me (5'2").
I don't know what the red-brown fiber coming out of the interfacing is.

Does anyone have an idea for when it might be from?

oh its just lovely! I imagine the red thread is just thread that has changed colour over time and loosened from the seams. The interfacing looks like a cotton muslin, which would be in keeping with a pre 80s interfacing (when they mostly changed over to synthetics). I would hazard a guess at 1930s though due to the pattern detailing on the quilting. But im not an expert so lets see what they have to say.
