Dating a Seersucker Romper

I feel like I have been overposting here as of late so I promise to take another break and just watch for awhile after this. I am a little stuck with dating this seersucker romper. It has a front metal zip and fairly huge legs. I am sort of going back and forth so thought I would just get some opinions.

There is only a remnant of a style/size tag so no label photos. I only know it isn't homemade.

When I was in 6th grade I had a seersucker outift. It was knickers with a matching sailor top - it was quite cutting edge fashion (or so I thought). I loved it. My mom wouldn't let me wear it that frequently and after trying iron this thing, I think I understand why! I get one part ironed and then have to go back and re-iron another another part because it wrinkled already.

My steamer is awful and drips water. I am thinking about the Shark Steam and Press - has anyone tried it?
