Dating and describing home-sewn dress.. 60's?

This lovely little dress has a wonderful print that reminds me of confetti. I'm wondering how to describe the neckline, with it's fabulous brooch-like embellishments. They are sewn on, so calling them brooches seems wrong.. Also, the seams down the front confuse me, as they are sewn diagonally. Not sure if this was intentional, or poor sewing. Lastly, I'm feeling 60's. Does that seem right? Thanks so much!

Like the color of the dress! I would say the latter half of the 60s. I have a lot of patterns here for this type of dress:

I see a lot of these in vintage Burda magazines too. The Ringier pattern on the right dates to ca. 1968-69, based on what I know about their numbering system.

I'm not sure either what to call those embellisments, but they're very pretty.
 
The print reminds me of "pick up sticks" and I agree with a '60s dating. I would call the neckline "staggered" but I have no idea if there's a particular name for it. I'd also call the buttons "decorative brooch style buttons with rhinestones" or something like that. The fabric looks like a poly knit, which puts it close to the '70s to Karin could be spot on with the dating.
