Dating and designer info on Italian scalloped leather heels

I am in love with these heels! However, I can't find any information about the designer. They are labeled "Creazioni Esposito Moda" which Google translates as "Edwards Fashion Creations". Also, I'm wondering if there's a term for this scalloped leather treatment. It reminds me of fish scales. Any help would be great, thanks!

I think Google translate has given Esposito as Edwards because it is a common Italian surname and it is trying to give a english equivalent, but in this example I think it more likely esposito is used in the older meaning of outside (exposed) fashion, as in unusual, off the track, not run of the mill etc.
I would call that scallop decoration applique, although the term is usually used when the appliques are sewn down, whereas those are glued together either to form the upper or onto another base and then the piping attached.
