Dating Beaded Dress Embellishment

I have been given this fab dress embellishment and can't quite place which era it's from. I thought possibly the 1920's?
It has metal threading throughout and glass coloured stones, rhinestones, red beading and metal work edging. It measures approximately 16cm.

It looks like a costume piece to me, made from some older jewellery, possibly an antique base, backed onto that mesh. The addition of the ovoid cabouchons makes me think 50s or 60s.
 
I was just thinking along the same lines as Jonathan. The general design influences seem to be sort of Ruskin/Mucha/Art Nouveau. It is the odd combination of strong colors that are a bit jarring and make me think it a costume piece also. Maybe intended for a head piece or hat worn for the theater, fancy dress, etc. It could be 1910s to 1920s.

There is something late Edwardian or Post WWI about it. It was my fiancee's grandmother's and they had nothing to do with theatre, not to say it isn't theatre or fancy dress. It is such a shame I can't find out where it came from.
