I vote 1980s, from the length, split in the back of the skirt, style of beading (that loopy pattern appears in the 50s/60s and then again in the 80s/90s but with other designs too) colour combination, shoulder pads in jacket, and cut away shaped hem.
The matching jacket is a nice touch, that is more unusual. The straps often need shortening on these as the weight of the beadwork tends to stretch them/the dress fabric over time/use causing it to hang lower than it would have done originally.

I know you haven't asked this, but I would try and replace the missing loopy beadwork personally as it's easy to do - get clear green beads to better match the tone of what is there rather than new silver lined green ones, as they would be very bright next to the oxidised ones already on the dress.
Also because this type of beading is usually done in a chain and if the broken thread end is not secured more beading will continue to fall off.
