Dating Cotton 'bloomers'

Sorry about the poor quality shots....have no idea what era I'm looking at here....no labels.

Somewhere between Victorian and 1920's? the coloured ribbon and heart decoration wants me to say later but perhaps they were just a really fancy type.

Around 1900 I think. You can see that a piece has been inserted to enlarge the waistline - can you tell if the broderie anglaise embroidery is by hand or machine? If you're not sure, please post clear close ups of both sides. Nice and close, so you can see the stitching. Thank you.
