Dating/description/cleaning advice - Alfred Bosand Formal Dress

I need help dating this dress and if anyone could give me some history and description of the fabric and style. I also need to know how to clean it. There are several stains on the outer pleated skirt and overall it seems a little dirty but otherwise in great condition. Some of the pleating is wrinkled.

I would love to be able to handwash this dress, but am afraid of ruining it or causing the pleats to come out.

Looks very 70s maybe 80s to me. I had a similar dress by Miss Elliette that did not have a fabric content label, but it did have a "dry clean only" care label.
 
I would not recommend hand washing. Check the beads over and secure any that are loose. The take it to the best dry-cleaner you can find. Someone who specializes in wedding dresses might be a good choice. The fabric treatment is accordion pleating with a lettuce edge. it's a very pretty dress, looks 1970s to me as well. Alfred Bosand isn't too familiar to me, but he seems to have produced a lot of evening wear.
 
I tried to do a little digging about Alfred Bosand. Right now I cannot access the NYTimes archives - not sure why - but did find out that Alfred Bosand designed during the 1960's - 1980's and that he produced only evening gowns, and that his workshop was on W. 57th Street in the mid-1970's. (Newspaper Archives.) If you do a Google search you'll see a number of his gowns. I agree with Hollis about not hand washing, and securing the bugle beads - and that the gown looks like it's from the 1970's.

Could you shoot a photo of the label straight on and put it on the label thread? I think there's more information out there about Alfred Bosand!
