Does the crochet fabric look old to you? Is it possible that this is a reworked piece? Thanks so much for your help.

Just a note - I don't think it is re-worked as from your photo I can see that the crochet was made in natural/white yarn first, then it's been printed with the colour pattern - to my knowledge this is quite a modern effect on crochet.
Also the way the binding is the same all over including ties - I would say it was made this way from the beginning.

I agree with Jonathan that it's a fairly modern "creative" piece. FWIW I think it's a printed knit rather than crochet, and from the close up bits of it are finished in what looks to be satin bias binding. That's only been available fairly recently, since the '80s (unless it was available in the US earlier). The centre piece looks like it's a piece of lace that's been added and the plain black fabric looks like a polyester. From the finishing I think it's home made, but you can see the inside so can get a better idea. What finishing is on the seams?
It could be a '20s costume for a party or something like that.
