Hi Lauren, and a nice find!

I would estimate late 1940's into 1950's for this foundation garment judging by the hardware ,elastic insets and fabric.
It would have been for a stout woman- the OS stamped at the hem likely means Oversized.

The little structured inset at the front hem is for movement and ease in sitting down. I would state 'front hem has triangular elastic inset' or words to that effect.

It looks like a great size- it should also appeal to cross-dressers as well.
