Dating feather hat

This is the second of so many hats I was surprised with by a friend for my birthday. It really was the most awesome present. This hat is just a ring of velvet with feathers going around. I don’t know if they are real but I suspect they are. No tags or anything. Thank you for your help!

Looks 1950s. The feathers are hackle feathers, probably from a rooster.
