Dating handmade dress

I think this is 60s but wanted to confirm since I believe it is handmade so I guess it could have been made later from an older pattern. Also, what is the term for the fabric pieces in the back? Tails is all that comes to mind and that's not right.

Yes, I agree with your 1960s dating. The back treatment would be referred to as a split Watteau back.
