It's a little rough in construct but it is rather nice.

Late 90s and into the 00s.

For some reason I can't get Cruella out of my head looking at your photos.
 
I think you might be right Carla - I wonder if it was made for a play. It could also be trying to look late 1940s - New Look type stuff... It's a great skirt, but definitely not commercially made, and the name tag, and heavy duty hooks and eyes and snaps, suggest an intent for rigorous use or fast changes...
