Dating Help with 1800's era skirt

I was wondering if anyone had any idea of what type of skirt this is. This came from a collector who collected a lot of 1800s era Chinese textiles but this one is the only one that's different. Construction is similar to Victorian skirts.

It looks as though it was made from an older patchwork quilt that might have been in the log cabin style of quilt. Most likely was made up in the 1970s...hard to say for sure.

Can you post better close up photos of the fabric that was used for the waist and the skirt border.

Also showing the interior seams would be good as well.
 
Here's pics of the waist/bottom hem detail and the inside hem bottom hem that's has a cotton gauze/batting. The patchwork part is hand done.
