Dating Junior Sophisticates dress, early 60's?

Hi, I found this smart little number from Junior Sophisticates and am hoping with help on dating it. The dress has covered buttons down the back of the bodice, hook and eye closures, and a metal zip in the back of the skirt. The inside seams are pinked. The label is the same as the early 60's label in the resource, and the bright colors say 60's to me but I'd like to know for sure. Also, what would you call the "belt" treatment? Thanks ever so much!

Is the "belt" wide enough to call a contrasting color hip panel? Or a fitted waistband? I always associate that blouson (puffy above the waist look) with mid 1960's.

My first thought was mid-60's also, not so much because of the blouson effect but the length although it could have been shortened. Early '60's dresses were knee length or slightly below the knee. It might help to see it on a dress form.

I think it might be around 1964. Definitely '60's, though!
 
Thank you, Linn! I checked the hem for signs of it having been shortened, but it doesn't appear to have been. The skirt is longer than it appears in the photos, so I'll get a picture of it on a body and post it soon. Thanks again!
